Cut beef into pieces. Remove peel from onions and carrots and chop. Turn beef in flour to the other side and brown quickly in hot fat. Remove beef and sauté onions in fat until translucent. Add the meat again along with the carrots and liquid. Bring briefly to a boil, cover and simmer gently at a low temperature for one and a half to 120 minutes. Make sure there is always enough liquid. Sprinkle with the chopped parsley. Serve with boiled potatoes.
