Thoroughly whisk the minced beef with the finely diced pepper, salt, onion, the egg and a tiny bit of chopped parsley. Season well. Drain the artichoke bottoms. Fill with the tartar. Place on the grill grate. Grill over at 250 degrees in heated oven.
