For the bell pepper meat, cut meat into strips. Heat oil and fry meat in batches, remove from oil again and brown the very finely chopped onion over low heat.
Add paprika, stir once and then pour 1/2 liter of water. Add salt, pepper, soup powder and meat pieces and simmer for about 20 minutes.
Mix sour cream with cornstarch, stir into the sauce and boil once, serve immediately.
