Mix the cocoa powder with the sugar in a saucepan. Gradually add the water with a whisk and bring the mixture to the boil, stirring. In a second saucepan, heat the milk. Stir the hot milk into the cocoa mix and heat gently – whisking until creamy. Divide evenly among 4 large cups.
If you like, season with a little cinnamon.
