Instructions:

Whip the cream until stiff. Add Kölln Instant Flakes to make a firm paste. Knead in vanilla sugar and brown sugar. Form small balls, turn to the other side in the millet and dry on parchment paper.

This is how millet is parched:

Soak millet in 1 cup of water for a couple of hours. Drain water and lay millet out on a baking sheet. Dry for 20 to half an hour at 70 °C.
