Remove the head and shell from the shrimp. Slit the back lengthwise and remove the intestines (scrape or wash out). Pat cleaned shrimp dry with paper towels. In a bowl, mix the soy sauce with a strong pinch of freshly ground pepper. Add the shrimp and marinate in it for 30 minutes. Meanwhile, crush the garlic together with the deseeded chilies in a mortar (or chop very finely with a sharp knife). In a small cup, combine the lime juice, fish sauce, chopped cilantro and chili garlic paste until well combined and dissolve the sugar in it. Heat the oil in a wok or heavy skillet and fry the shrimp in it just briefly, 2-3 minutes, all around, until they turn red. Pour the prepared lime sauce over the shrimp, toss again briefly and remove the shrimp from the heat. Serve in bowls.
