Wash, peel and dice the potatoes. Peel the onion and chop finely. Peel garlic and chop finely as well. Cook the potato cubes in a little water with garlic and onion until soft. Season with pepper, salt and nutmeg and mash with a fork. Drain tuna and mix with potato mixture. Wash chives and cut into fine rings. With wet hands, form small dumplings from the tuna-potato mixture and roll them in the chives. Wash radicchio leaves, shake dry and arrange on a plate. Place a tuna ball on each leaf. Drizzle with balsamic vinegar and olive oil and serve.
